It is not possible to apply directly through IOM Turkey; it works in other countries such as Iraq, Jordan and Egypt. If you wish to apply for the Special Immigration visa and you are living outside the previously mentioned countries, please go through the below the links on USCIS and State Department web sites and the Frequently Asked Questions on the subject. The petitions for the SI visas are accepted by the USCIS Nebraska Service Center and applicants are required to complete the form I-360 for the petition which is available here.

Q: As an Iraqi Special Immigrant Visa recipient, am I eligible for any benefits?
A: The Consolidated Appropriations Act, 2008 (Public Law 110-161) made refugee resettlement benefits available to Afghan and Iraqi translators and family members who qualify for one of the Special Immigrant Visas (SIVs) available each year issued after December 26, 2007. These Iraqi and Afghan SIV recipients are eligible for the same transportation, resettlement assistance, entitlement programs, and other benefits as refugees admitted under the U.S. Refugee Admissions Program. There is a similar provision in (Public Law 110-242), enacted June 3, 2008, that applies to 5,000 Iraqi SIV recipients and eligible family members each year for the next five years.
